The Ontario government has announced a 10-year, $29-billion commitment to transit and transportation across the Province, with $15 billion to be invested in transit projects in the Greater Toronto and Hamilton Area (GTHA). The Province has endorsed the Metrolinx “The Big Move” strategy and one of these projects is to build a comprehensive regional rapid transit network through what has been called Regional Express Rail (RER).
This has created an exciting opportunity for a results-oriented and service-focused leader to join Metrolinx as Senior Manager of Enhanced Train Control, and take on overall responsibility for the management and delivery of train control and communications capital project work totalling $1 billion. Reporting to the Director – Signals and Communications, Network Infrastructure, the Senior Manager will plan the design, construction and implementation of an Enhanced Train Control system, ensuring that the scope of work is carried out with minimal disruptions to operations and delivered on time and on budget.
The Senior Manager required for this key mandate will have a reputation for energizing a team, making sound decisions and delivering superior results, and the ability to develop and deploy a strategic vision and align projects with corporate goals and objectives. He or she will plan the direction and coordination of operational activities and evaluate technical functions to ensure safe systems operation, and develop the scope of the Enhanced Train Control project and component work packages. This champion of safety best practices will ensure that the train control system meets all safety-critical system requirements, and that contract-specified design processes and industry standards are followed at all times.
As the successful candidate, you will bring at least 10 years’ progressive experience in planning and implementing modern train control upgrades, and coordinating construction and commissioning. Typically, this will be supported by a degree in Electrical, Electronics or Software Engineering, Rail Traffic Control Systems, Rail Transportation Infrastructure, or a related discipline, or an equivalent combination of education, training and experience. A P.Eng. designation or comparable certification would be an asset.
With your proven track record in planning and implementing rail signaling and train control improvements, you have knowledge of applicable legislative and regulatory construction requirements related to such projects, and can develop sound issues management strategies to address unplanned operational disruptions. Your interpersonal, communication and presentation skills will come to the forefront as you lead and motivate a project team of rail signaling professionals and related contractors, as well as a Department staff complement of unionized and non-union employees, develop the project scope, monitor adherence to standards and processes, and manage project documentation and records.
